The Workforce Operations Manager is responsible for ensuring the effective management, engagement, and performance of employees outsourced to People First by a key client. The role serves as the primary link between the client, employees, and People First, ensuring seamless workforce operations, compliance with labor and safety requirements, high employee satisfaction, and delivery of agreed service standards. The position is accountable for workforce planning, employee relations, performance management, payroll coordination, and operational reporting to support both client objectives and People First's business goals.

Responsibilities

Workforce Management
- Oversee the day-to-day management of the outsourced workforce.
Ensure adequate staffing levels and workforce continuity across all functions.
- Monitor attendance, leave, overtime, and workforce deployment.
- Coordinate onboarding, induction, transfers, and employee exits.
- Maintain accurate employee records and workforce data.

Employee Relations and Engagement
- Serve as the primary point of contact for employee concerns, grievances, and workplace issues.
- Promote a positive employee experience and foster employee engagement.
- Conduct investigations and support disciplinary processes in accordance with company policies and labor laws.
- Facilitate effective communication between employees, client representatives, and People First management.

Performance and Productivity Management
- Monitor workforce performance and productivity in collaboration with client supervisors.
- Address performance issues and implement improvement plans where necessary.
- Identify training and development needs and coordinate appropriate interventions.
- Ensure adherence to workplace standards, policies, and safety requirements.

Client Relationship Management
- Build and maintain strong working relationships with client representatives.
- Act as the primary operational liaison between People First and the client.
- Conduct regular operational review meetings and provide workforce updates.
- Ensure client staffing requirements and service expectations are consistently met.
- Proactively address client concerns and implement effective solutions.

Compliance and Risk Management
- Ensure compliance with Ethiopian labor laws, company policies, and contractual obligations.
- Monitor adherence to occupational health and safety standards, particularly within construction site environments.
- Ensure all employee documentation and employment records are maintained accurately.
- Support audits, inspections, and compliance reviews.

Payroll and Workforce Administration
- Review and validate payroll inputs, including attendance, overtime, leave, and employee changes.
- Coordinate with HR and Finance teams to ensure timely and accurate payroll processing.
- Support benefits administration and employee inquiries related to compensation and benefits.

Reporting and Continuous Improvement
- Prepare regular workforce and operational reports for management and the client.
- Monitor key workforce metrics including absenteeism, turnover, productivity, and employee engagement.
- Identify opportunities to improve workforce effectiveness and operational efficiency.
- Implement best practices that enhance service quality and workforce performance.

Qualifications

- Bachelor's degree in human resource management, Business Administration,
Management, Industrial Relations, or related field.
- Minimum of 5 years of experience in workforce operations, HR operations,
outsourcing, or personnel management.
- Experience managing large workforces, preferably within construction, engineering, manufacturing, or industrial environments.
- Strong knowledge of Ethiopian labor laws and employment practices.
- Experience in managing client relationships and delivery service is highly desirable.
